with players this terrible you will want to see a lot of flops since you can take advantage of their horrible post flop play. Position becomes even more important in a game this loose/aggressive....

CALL. His line doesnt add up, why would he check a big hand on the river after you both checked turn??? I think its unlikely he played a set this way unless of course he hit the case jack for a set....

Definately raise flop. You are ahead of the short stacks all in range. Raise also makes it two bets cold to the original checkers and will definately give you info on their hand.
