On the turn the only hands that are beating you (and are likely yo be out) are sets. ie. EVERYONE is probably drawing, so I think a raise here is OK too.

I'd cap flop, and go as far as 3-bets on the Turn before I started calling down.

I'd like to see his 'fold to flop bet' before I made any real comments - if he folded a lot he might fold QQ and...

I'm fairly sure this is right. The limp is justified by the fact I havne't seen a PFR in the last 100 hands. I believe this to be a fine example of "trapping" people for extra bets.
