JJ doesn't certainly cap. Especially OOP with a PFR of 4%.

My experience with tight passive players at small stakes is they tend to overvalue the hands they do play. Meaning you can tell them as clearly as possible their hand is no good, but since they play so few in general, they think they always have monsters. What I'm saying is I would get more bets in.

a PFR of 4% might not even 3bet AK, it defnitely isnt an auto cap for him, no way...JJ might fall into the same category...

I'm probably too chicken to raise again here as well, but I don't really see how we are behind.

I think you guys are looking at preflop too much here. I think the flop action is much more important in determining villains hand.

I'd cap flop, and go as far as 3-bets on the Turn before I started calling down.

I'd like to see his 'fold to flop bet' before I made any real comments - if he folded a lot he might fold QQ and KK here, which is obviously bad news for us as he bet out, and I'd probably call down the 3-bet based on the flop action (although if moron had come along I'd be capping every street).

If he rarely folded to a flop bet he'd have to be raising a lot more hands to keep his mild-aggro AF, and so he could be raising AQ/QQ/KK here quite often. In which case I'd probably go as far as seeing a 3-bet on the turn and then calling down.
