I understand what you guys are saying, I'm just being a nit about the usage of the term "expected value".

The EV of folding is always 0, so how could it be better to bet if betting is -EV?

I don't get it. If all options are -EV you should fold.

I guess what you are trying to say is that it is not a value bet (we lose more than 50% time when called). But it is still +EV!
