i think pa, having put in 1/6 of a stack pf, would raise this flop with a huge range, to create fold equity for any draw, q, 9, set, kk-aa and jj-88 etc. depending on what he things sb's 4bet range...

yes it is a bluff but his range is so small to call here (10x, jj-aa, ax of spades, k10-kj spades) villian is going to fold >50% of the time here, plus ur setting up driving everyone at the table...
