You are correct that if you get to see a flop, QJ is much better than 7-2 , but what people are trying to say is that it's very unlikely you will even get to SEE the flop...

In my experience, at this level, as you said, there is no way you have him beat on the river. These min-bets indicate he has trip 10s almost 100% of the time, be it on the turn or on the river.
