I think we def. should value bet river. The question is how much? AJ,KK,JJ could easily call 1/3 pot. So I would bet $15.

General question. How to play against cheap stealing attempts.

I am currently playing at 50NL. I play very aggressively and often reraise light in position to 3x-4x of opponents raise, I dont have to tell you that opponents fold for the most of time and such...

Ok.What if I bet turn and get raised over the top. If I call - I am going to the felt, so its better to push. But I have only 1 pair. Do you think it is justified here?

First, the pot is not 3bet.
Second, ace cirtainly could improove your hand to winning against buttons range, but this hand is marginal, so I would check/call here for pot control, reevaluate river

Thay are both not good. Especially UTG. That is the fact why I am a bit more concurned with 9.

sometimes people slowplay AA,KK. His bets make sense in this case, he may think of AA,KK as nuts and try to milk you.

IMHO. call flop, and see if he gives up, if not - fold.
Raising is bad as it lets him to stack us with better hand, while allowing him to fold with worse.
