I don't like the raise OOP against that UTG raise. You're building a big pot against a likely solid range OOP which makes almost any flop tough to play. And there's no reason to think UTG is shoving...

Without reads, I probably call. It's not a fun spot but I think part of the problem is that when you're up against a shortstack , who looks like they just posted UTG as well, they'll do very erratic...
