Fold flop.
If you really want to make a play re-raise flop to $85, but against a 38/2 I would strongly advise against it.

I don't understand why you don't lead the flop? You said he's a LAG and has been 3betting you quite a bit, so IMO you are beating a lot of his range. I don't think the UTG limp changes...
