Without knowing the player or his cards it would just be a wild guess as to his reason or reasons. There are too many possibilities. The SB may know why he bet, or he may not.

I think you are getting good enough pot odds (4.5 to 1) to call.
I don't think raising will be profitable. You will be called or reraised by a better hand more often than you will be paid off...
