I bet the turn here as a default I think, but this is a fold either way its played. River aggression is sooo rarely a bluff. I think this is a split at best here, especially against someone with those stats.

fold, he has a 7 too often.

What 7 would take that line?
Look at his stats, he's not an idiot.

The only 7 that would take that line is 77. You said it yourself, villain is not an idiot. Of course he's gonna call the $2 flop bet if he has quads, then check the turn to show weakness. Check/raise on river = THE NUTS. Villain's stats are 14/10/3.8 so he's not calling a raise with A7, 87, or 76. He's calling a raise with AQ-KQ, or QQ. It's possible that he also has an overpair like AA or KK, but I think a guy with these stats re-raises preflop with those holdings. So yes...this line is very strange, but I would play flopped quads this same exact way. I don't want to scare anyone out of the pot especially when heads up. I'm hoping to show weakness on all streets so I get someone to bet on the river, then I can raise them hoping they caught a good piece of the board and call, or do something crazy like reraise me.
