Default 6 man bubble call. Is this a strong enough hand

Presuming that I am pushing ATC here, does the small blind have a big enough hand, risking tripling up the BB? Seems to me this is a fold on his part. What do you think? And would the buyin matter? I left it out of the title on purpose.

BB has Kc 4h (high card, king).

This is actually fairly interesting for SB and BB. I think the buy-in does matter here and reads would be relevant. If SB knows BB is going to call no matter what, then it's not bad, presuming he thinks you're shoving ATC. After SB shoves, BB needs to fold here though.

Also, this is not an unexploitable ATC shove for Button.

If the BB was all in, I'm fine with the SB's play. Button could be raising light even though he's seeing showdown just due the blind level and the likely overlay from the SB and antes.

If, as the SB, you win, you're in great shape for 1st place.

However, given the BB isn't all in, horrible, horrible shove by the SB. Even worse call by the BB.
