This is the relevant part. I've read some articles say "Be sure to unplug your computer before working on it, then touch something metal on the case to discharge static"...

If you are worried about being electrocuted (12v won't hurt you so you shouldn't be) you can always flip the switch on the PSU to the off position. It will remain grounded but there will be be no power supplied by the PSU.
