It sounds like OP is saying that just about everyone goes ~50mph through that part of the highway. If that's true, what's more dangerous, going the speed of traffic (which is a reasonable 50, its not like everyone is doing 150) or being the only one to slow down to 25?

[/ QUOTE ] It unclear in the OP about this, because he also said that 20% of cars could get pulled over. 20% isn't enough of the cars speeding to make it OK to be going balls out on this road.

[/ QUOTE ] He was traveling twice an artificially low speed limit, most likely left at half of traffic flow speed for revenue generation reasons. I don't see how he should have to pay more.
