Of course. Sorry if my OP was not clear on this.

They always announce price increases a few months before the increase is effective. The hardest part of the play would be buying enough to make it worthwhile. You would need to contact the Post Office to find out how you would go about purchasing ~9.7 million Forever stamps. I also wonder how much space you would need to store them.

edit -- since neither T Boone Pickens nor the Hunt Brothers seem to be trying to corner the Forever stamp market, I have doubts of how much $$$ one could realistically make.

People always steal my good ideas. The other thought that I had, is that sooner or later the postal system might "crash' becuase everyone actually is going paperless (it really isnt happeneing now), and there will be a HUGE spike in stamp rates to keep everything afloat, which equals PROFIT!
