Neteller doesn't pay and doesn't seem to care. Are they going broke?

Neteller can be extremely anal about phone verification. Skype-Out and Skype-In works as long as they don't ask you to send a phone bill. If for whatever reasons they decide to ask about phone bill, you are SOL unless you fake it somehow.

Try emailing "Jenae" <jenae@NETeller.com> and explain your situation to her, she is a very high up person there, she usually takes care of my problems, and us banks can't give the money to us treasury yet.
banks will have to make an official statement to all their customers before that happens.
