IMHO, you are never completely out of luck with a girl unless she thinks you are a jerk or mean spirited.
That said, you can't just go up and say wanna go out based off of weak signals. If you're getting signs that means you try to strike up more conversations. see where that leads you. If you feel there is something there and you have allowed time to go by weeks not hours. The next move is hey I'm going to the U2 concert Friday and my buddy bailed on me, wanna go? etc. Also even if a girl does like you, it maybe to a much lesser degree than you think. It does not mean she wants to sleep with you, it just means she might be open to that idea down the road, contingent upon how you handle yourself in the meantime. Bad lines... Bad jokes... akward silence, lack of confidence, bitting your nails, wearing a shirt she doesn't think looks good on you, any number of things can sour here opinion on you very quickly, so be flexible and adjust. again IMHO

Lippy,
Only one sure fire way to figure it out. Talk to her and see where it goes. Try to get her number or if you're too shy ask for email since it looks less like you're asking her out. Then call/write her and ask if she wants to get together for coffee/drink/sex. You'll get your answer quicker this way than asking your friends or OOT.
