I think it's pretty clear that its true for all U.S. jurisdictions.

I think where it gets a little murkier is if you tell your lawyer about a future crime you plan to commit(ie. I just bought a gun and I'm going to murder X). Also telling your attorney that you plan to perjure yourself on the witness stand opens up some interesting ethical questions for the lawyer regarding his/her duties.

regarding price - most places you're going to have to pay money up front to retain the lawyer if you want him to take the case. unless it's an unusual circumstance, it's usually a flat fee, not per hour.

Free consultation by most attorneys.
During the consultation, the attorney should be able to assess the seriousness of your crime and how well or poorly the police performed the arrest/investigation. From that, he or she should be able to estimate about how much time its going to require him or her to adequately defend you. Depending upon the circumstances of the crime, the fee may go up or down.
