If you had anything at all for high this would have more value as well since once in a blue moon you might force someone out who is hanging on with a small flush or something, hoping his high is good, and then sees so much heat that he gives it up and you end up quartering the other guy who just has a low. In this case, since you have nothing at all for high, you'd end up just as quartered as before.
