It (the Wire Act) was part of a wide effort to take down organized crime, which at that time was extremely powerful in the United States.
Interestingly, the RICO statutes, under which Carruthers is being charged, are also a product of this time. RICO, which in the opinion of many is borderline unconsitutional in the power it gives to prosectors, was initally intended to be used only against the Mob, but has since been applied to many other types of criminals.
