how often have you seen this guy raising up the blinds?
When I go for a resteal there are criteria i usually follow. I have to have seen this guy play aggro or raise from the button cuttoff or smallblind when it is folded to him at least 2 times in a level. I want him to have a stack so that he is comfortable at the moment but will be crippled if he calls our all in bet. Shortstack is gonna call you with a wider range as is the big stack. A raise from a medium stack represents more strenght usually than the big or small stacks. You mentioned that he has been doing a lot of min. betting, what kind of hands is he min betting with? with weak hands or draws? He is openeing for 4x the min bet here so he may very well have a good hand, if he is in fact min betting the weak hands. I would let this go unless you know villain to be a habitual blind stealer.
