His stats are laggish, so his range is wide for raising UTG, but the fact that he capped it PF, 3bet the flop, and just called turn (when he realized he might be beat) screams AA or KK. The river...

I doubt that there is a standard fold to river bet %, but doing a quick survey of a dozen tags in my DB, I see a range of 37-45. Mine is 41%.
