Based on your criteria, I'd look at Potrero. It's relatively affordable by SF standards, you can generally find street parking and it has views available. By no means a kicking neighbourhood...

Oh - and a bar suggestion. Go and drink a martini at Dukes Hotel on St James Place. Not cheap (think GBP10-15), but the best martini I have ever drunk and a classic old British atmosphere.
