So they took pictures of people smoking, then someone identifies them and the police do what to the guilty people? Couldn't the people in the pictures just claim they were smoking tobacco?

It's my understanding they will be prosecuted for trespassing and not drug use. Is a fine for trespassing even worth the $50 reward?

If you click on "home" in the OP's link, they show a photo of the notice placed on the property. It's part of the CU campus, so it's not private land.
