Exactly. They may not be the same persons yet they are the same people that were breaking into websites in 1995. Even if you did get caught (remote) the penalties were minor. Now you go to Federal PMITA prison for pulling the HACKED BY CHINESE stunt.

There's nothing to do about the bot runners except confinscate cash and ban. I'm sure they just think of it as part of the game. If it becomes illegal to run a poker bot somewhere, you can always just offshore the bots at sealand or wherever.
