Verbal Bets/Acting out of turn

Posting this for a friend. I'm pretty sure verbal bets are binding but here goes:

Players A and B are playing heads up. Player A is in the sb and announces raise, before he can say anything else Player B announces allin. Since Player B has acted out of turn, is Player A still forced to raise?

Now, in the case of multiple players, it gets a little trickier. Verbal declarations out of turn are not supposed to be binding, but if it influences ongoing action and isn't a simple mistake (as in, I suspect someone of making a play), I'd rule that they are committed to the action when the action officially gets to them.

If they get taken advantage of (someone in front raises, forcing them to reraise), that's a lesson learned about trying to play an angle.

That ruling is a bit dicey, I believe, but I don't want anyone shooting angles.
