I am utg w/ 99 and make it 8. One fold, then raised to 20 by an unknown. Folded back to me. He started hand w/ $116, and I cover. My play?

You raised utg so his range is likely way ahead of 99 and you don't have the implied odds to play for set value.

Doesn't matter that it's only 7 handed? Of course i am crushed by higher pocket pairs, but i am ahead of AK - AJ. Everyone agree this is an easy fold? Do you fold JJ here as well?

i typically don't fold JJ but whatever. i don't mind 99 fold though.

Nah, 1/2 online. Only read i had was that he previously raised KK and checked behind a queen high flop. So you are okay not folding here, ike, w/ 50 bb behind? If so, do you prefer calling or just going in immediately?
