100nl: middle pair against shortstack on river decision

is betting the river here profitable?
I dont see villian calling a river bet. I see him folding/pushing and if hes pushing then im probably beat...
what do you do here? do I have to bet for value?

id bet 14 and fold to a shove. he can def call with worse and so few people at 100nl c/r bluff river so a fold is easy to find.
