Default Hanging around with AQo on a middling paired board

Villain is 48/2/1.28/117. I played against him once before and decided he was buddy-list worthy. He's the reason why I took a shot at 1/2 last night. He's loose-passive, obviously, and I've seen him pay people off when he makes a middle pair with the board or with a small pocket pair.

raise more preflop in this game he'll definitly call with worse but you'll pick up lots of free money
hes def value betting JT on the river because hes a dummy.

I'd shove river. This guy won't fold TT-JJ, and if he has KK-AA it's a cooler. If he has the case 9 it's a cooler too, but I'd definitely raise after we induced the bet because we can get a call from so many hands.

He's loose passive, so you should not be c/c river. Bet for value.
