Default PP $.5/$1 Three Tens, What To Do?

Villian is 35/1.75/1.5 according to PokerTracker, but I didn't have that many hands on him when this hand happened. It seemed like there were possible hands that I beat here, but I had a hard time putting him on any of them. Please include thoughts on a plan for the river.

Btw, why in the world do you check-raise the turn when the board is 4 to a straight?

It probably would have been better to just lead, but I didn't fell like going into call down mode was the best option here. But I also knew I wouldn't fold to a raise if I led and thought that if I checked raised I probalby wouldn't get 3-bet. Would you fold to the 3-bet, or would calling and check/folding the river be better?
