My concern here is that he has such a non-existent aggression factor, but now he's raising you.

That seems worrisome.

Yeah, then I think your fine. TPTK vs. a shortstack is a decent spot.

I don't mind it i guess, but only if i'm understanding the situation better. Looks like button joined the table with $50, and has been calling raises/folding this whole time (20 hands). I can definitally see him having a weaker 10 or even just a 9. Could also have a straight/flush draw.
If you don't mind a bit of variance, go for it.

I don't like getting all in with one pair on the flop, unless it's a big overpair or you have more information on villan. Since he's usually pretty passive I'm guessing he has a big hand here when he raises. Maybe some sort of combo draw like JcQc - to which I am pretty sure you are an underdog. He could also have a hand like 9T with a 40VPIP.

If you want to take this hand to showdown, I would probably just call on the flop (even though it is a minraise) and reevaluate on the turn.
