Default small pairs in the blind

Villain was 58/8/3, but only after 20 hand, no reads.

Vs a 58/8/3 Im calling all day long out of the blinds. He is never folding to your 3-bet and you accomplish a bloated pot with a weak, vulnerable holding OOP. I bet every flop and fold to any other action (unless I have a 3 obv)

Do you raise ageinst a TAG who steals the blind 30% of the time ?
I do, but is it better then calling?

Against a tag i would also call hoping to flop a set. The only people i'd be comfortable raising or reraising from the blinds are the rocks, uber tight players.
