Default 10NL: TPTK on draw-heavy board

Ratamahatta says he never folds TPTK at 10NL. I'm not convinced that is the best strategy. But what should I do with this hand?

Villain is 23/11/2.25 over 64 hands. The board is awfully drawy, but my outs and his small turn bet kept me in the hand. Your thoughts?

I think some people might raise the turn with TPTK and the FD... I dont mind a call though. With SB betting only $1.50 on the river, I think you have to call. He either has the flush or nothing I imagine.

I would say its a fold he could easily have something stupid like J,678 i think him betting 1.50 on the river is very bad and would most likely make me fold pretty quickly. plus i think calling the turn is waaay better then raising because if you do raise you pretty much have to call any river.

why would you fold to a $1.50 bet on the river?
I mean, why call on the turn if you wouldn't call the same bet on the river?

Why do you call turn?
I mean this is pretty much raise or fold on the turn tbh.
but as played i would insta call on the river.

I would put him on a straight, why does he even bet like 1.50 it makes no sense, is it a milk bet or a block bet.
I would think its a block bet, he doesn't want you to shove here.

pretty weird, i would def make a note on this play.
