Perfmonss.exe??

What kind of program is that? Its currently running and taking up to 50% of my CPU speed.. it runs through a program called downer.exe should i be worried? im currently using AVP and nothing else...

A Google search shows this is a bad thing. You should get rid of it.

Personally, I would back up my files and reinstall completely (if this is a poker computer / a computer you keep important stuff on, which I'm assuming it is). Here's a guide for installing XP.
