Default Medium pair, medium stack, middle position

With blinds 100-200 Hero has a slightly below average stack at 3,000. Villain (5,400 in chips) who is known to be loose limps from early-middle position. Hero has two black 7s two from the button. Should Hero fold, call, raise or shove?

Hero raised to 900 and Villain called for 2,100 in the pot. Flop came 10c 9c 5s and Villain checked. Check behind or bet? Hero moved all in (2,100 which equaled the pot) and was called by Villain's Jh-10h.

Let's say hypothetically Hero flat calls pre-flop and the button raises to 1,000?

shoving>raising~4x>folding>calling

I think against this player, this is a shove. Not sure how much FE u have since he's prob calling with a lot of his range, but u are ahead/slightly ahead of his range. With the dead money (10% of your stack) in the pot, racing is EV+ and if u add any sig FE shoving is EV+ play here.
