Good or bad shortstack? What stats does he have? (more like 5/4 or 16/8 or even looser?)
That's really the point to answer this question IMO.

Totally depends on the shortstacker.

Some of them play uber-tight with a 6-7%VPIP. In this case I think my calling range is going to be somewhere around QQ+ and AK and I might include JJ and possibly TT if my open-raise was from a steal position.

I've called this against loose short-stackers with hands as weak as 88+ and AT+.

okay, so a...

*5/4 SS you can limit yourself to QQ,KK,AA, AK

*a 16/8 SS you can open your range to AT and 77s or better?

*an unknown AQ or better? 77s or better?

How does that sound?

Against a 5/4 SS, I think you can even argue about calling with AK and QQ.
Your second examples sound far too loose to me, I'd never ever call in such a spot with AT or 77. I think 99 or TT and AQs sounds better...

Ask yourself what hands 16/8 is just calling with if your range is going to be good against his a/i

It really depends where you're raising from.

but a 16/8 i guess depending on his number of hands, it would be good to look at his cold call percentage

its rare to see a 16/8 SS though, thats probably a bad example...
i'd say there are more 10/8's.
