I think it's a fold.

If he has the guts to turn JJ/non-[img]/images/graemlins/spade.gif[/img]QQ/non-[img]/images/graemlins/spade.gif[/img]KK into a bluff here that's really neat, but I think it's mostly something like K[img]/images/graemlins/spade.gif[/img]Kx and so forth.

looks like a pretty easy fold even though the pot odds are tempting, I dont think he c/c the flop with kings or queens without a [img]/images/graemlins/spade.gif[/img] for ex and I think he c/r the flop with JJ if he took a flop with that.

bullitos is v good, definitely capable of bluffing here

i would probably apply the cts theorem and call since he's really repping precisely the Ks and there just aren't many hand combos which feature it. i have a fair bit of history with him though whereas since you apparently don't i can't decide if this swings it closer to a call or a fold

too me, K[img]/images/graemlins/spade.gif[/img] Kx is the hand that makes the absolute much sense with this preflop and flop play unless you had lots of 3- and 4-betting history.

Why he didn't check-raise all-in KK with a spade on this board ? If he called and missed, you shove the turn, so he must fold.
