Default non-nut boat on flushy board - value-raise? (200NL)

i had this situation a couple times lately, with mixed results.

villains were always loose preflop, had station-tendencies, are capable of making stupid moves.

my question concerns the river:
is it good to get all the money in, or is it time for pot-control?

obv i'm afraid of a better boat, but villains seemed capable of stacking off with a flush.

Hero: $200
CO: $116.75
Button: $200.50
SB: $267.60
BB: $187.60

SB checks, <font color="#cc0000">Hero bets $16</font>, Button calls, SB folds.

Hero checks, Button checks.
