I'm new at the table. Do I call or 3bet?

He's only got 15K eh?

A 4-bet shove isn't a bad idea.

I agree with shoving. He flipped over JJ to take the pot and more than half my stack. Should I have called and reevaluated after the flop?

No. You don't want to be putting in >20% effective stacks with the intention to "reevaluate" on flop. Basically that intends to c/f a missed flop which is a bad line because you still have a decent amount of equity versus his range {25% versus PPs, ahead of hands like AQ} so having the option to fold doesn't help that much, but he may find a good fold with a PP on a board which connected with you. Basically, AK wants it all in preflop, especially with (a pretty small amount of) FE.
