2 folds, <font color="red">BTN raises to $0.75</font>, SB folds, Hero calls $0.50

So this guy has been stealing my blind every orbit with these 3BB raises. He's limping a lot of hands from other positions. I've 3bet him twice, once light. He goes nowhere. I've called and donked. He goes nowhere. I want him to stop. This is my excuse for preflop and flop. Better lines? Keep folding?

Turn I pick up a double gutter plus flush draw. I lead (this was my plan regardless), and get raised, no FE. can I call?

There's about $16 in the pot and you are needing to call $7.50, this is better than 2-1 you probably have approx 15 outs from 46 cards, maybe 12 at a very conservative estimate, I think you have to call and be prepared to get it all in if you make your hand, even if the board pairs. Perhaps if what you say is true, a check call on the turn would have been more appropriate.

I'd c/r flop and bet strong / go broke on turn. As played I think c/r, c/c are better on turn. The only problem is he doesn't have much behind. Would not try this move much unless opponent was deeper.
