So does this mean no partial points? or that that must be the rake for just 1 point? So does this essentially mean if the pot isn't $8 then that pot is virtually null (meaning no points), and you move on?

correct. no partial points.
For 1/2 and lower if the rake is less than $0.40 then you get no points.

Although technically if the pot shows $7.60 then I think that means the pot WOULD have been $8 but it was raked $0.40.
So for a $7.60 pot you get 1 FPP.
