Default 200NL - Combo draw gets there, faces new villain?

UTG minraiser is a fish who probably has an overpair based on pf and flop action

SB turn donkbettor is a 22/16/3 tag.

Does SB have a higher flush here often enough? What else could be making this play? Any and all help appreciated

How long did he think before betting?

If it is long then call if it is short then fold.

Was decently long, maybe 3-4 seconds. If UTG folds, do we call a river shove as well, assuming non heart, non board pairing river? (It'd come out to around a pot sized shove)

Additionally, no 3bet on flop is also fine right?
