He calls here not very often your flop and turn bet with 78xx, 73xx or 23xx.

So I think you are against either 2 pair or an missed straight draw with KJTx.

Against an aggressive opponent with an high aggression factor on the river I play check/call (or bet out very weak something about 1-1,5$ and call a shove) and against a calling station I will bet for value 1/2 pot.

be sure you checked his pfr before doing that (i mean if his pfr is about 5% of 100 hands you should bet a little and fold)

Check call or value bet are fine lines. 78xx does not stick around on this flop. KJTA or some other high wrap seems most probable. its possible the person slowplayed top set, but highly unlikely at this level.
