Against an unknown, I'd either 1) fold and see if he keeps doing that or 2) call and fold to a turn bet (to see if he's just taking a shot at your cbet). I'd maybe lean toward #2 the first time to get more information about the way he plays. I don't really know if this is the best play, mind you.
