Default Help with hand reading: What is his range and what should be my plan?

Party Poker - Pot Limit Hold'em Cash Game - $0.50/$1 Blinds - 4 Players - (LegoPoker Hand History Converter)

SB: $44.26
Hero (BB): $103.30
UTG: $97.43
BTN: $91.21

Reads: <font color="blue">I only have 9 hands on villain but they def say something about what kind of player he is 89/0/5. Surely you know not to overuse this info, blah blah etc.</font>

Preflop: Hero is dealt J[img]/images/graemlins/spade.gif[/img] 9[img]/images/graemlins/heart.gif[/img] (4 Players)
UTG calls $1.00, <font color="red">BTN raises to $2.00</font>, SB calls $1.50, Hero calls $1.00, UTG calls $1.00

Flop: ($8) 9[img]/images/graemlins/spade.gif[/img] T 4[img]/images/graemlins/spade.gif[/img] (4 Players)
SB checks, Hero checks, UTG checks, BTN checks

Turn: ($8) J (4 Players)
SB checks, <font color="red">Hero bets $6.50</font>, <font color="red">UTG raises to $20.00</font>, 2 folds

1. What is his range?

2. What is the optimal way to continue?

Villain can have any two pair, top pair, overpair, straight, set.

I think I'm calling here and c/c a lot of rivers.

Stacksizes make this awkward to reraise.

shove. he has Jx (spades or otherwise), any two pair (89/0, even over 9 hands thats still enough to assume he will likely play pretty much anything), and all other kinds of garbage. good chance he thinks top pair is the stone nuts. don't wait for a better spot to get your money in vs this donk, now is the time!
