Probably folding. A guy this passive is pretty much never doing this with air and I think you'll be splitting about half the time and beat the other half.

not a bad spot to overbet the flop a bit. but yeah, i think your pretty [censored] most times. chopping at best.

The question isn't should JK raise, it's would this player raise JK. The answer is usually not.

He only raises 10% of his hands. He limps more than twice as much as he raises PF.

stop rewarding people for playing "incorrectly." if their small "error" (not raising turn) causes you to make a huge error (calling river instead of folding), then it stops being an error. dig?

this is exactly how a player of villain's description plays KJ imo. too dumb to protect against FD's or to get more money from a weaker J on the turn, hungry for value from the extra player. good fold.
