Default what happens in this situation

live straddle utg
8 callers to the straddle
straddle raises from 10----110
utg+1 says "i'm allin"
straddle player says "OH I CALL" before entire table gets to act

action folds back to straddle player who laughs, shows kqs and folds.

i know he acted out of turn so i don't think it's binding but doesn't his declaration of i call have a bearing on how the rest of the table acts? what is the penalty in a cash game if there is one besides the obvious kick in the nuts?

Isn't the rule in most rooms that declarations of future action may be binding if there is no aggressive action between the declaration and the proper time for action? Since all the other players folded, I think straddle player should have to call here.

Should happen: It's a call
Will happen: Room/Floor dependent

Agreed, it SHOULD be a call, but is room dependant.
This is a rule that should be enforced much more stringently and should be considered one of the "universal" poker rules. Verbal declarations IN turn are binding, it should be... declarations of future action ARE binding if there is no aggressive action between the declaration and the proper time for action.

Call should be binding and both hands remain live.

Should be a call. Should be binding. If UTG+1 wants a call, he should call the floor.
