Ugh. He is very capable of shoving with air. So what can't you beat that he does not 3-bet? K2, 24, 35, 28, 22, 44, 88, A2, A4, A8. I think he 3-bets 88. Not sure about the Ace hands or 22/44. No idea how often he shoves with air, it is not knowable. No idea how often he shoves with Ax, Kx, etc. without long history which is not possible b/c they go busto 100% of the time in few hands.

There is one possibility that is going to sound like blasphemy. Limp/shove PF. What are his PF raise sizes? I want to keep the pot small and inflate it with monsters. One pair hands facing shove {on river} I would fold.

He min 3-bet QQ in SB vs OTB steal. Min bet on a A high flop, and overbet a blank on the turn. From what I can tell this villain likes to overbet the pot especially vs shortstacks with middle pairs no other real draws. His PF raises are 3XBB.
