Default 3 Handed 20/40 99 vs LAG

Villain in this hand plays very LAG at times post flop and preflop but sometimes will switch into a more conservative style, this is my 3rd hand on the table.

Fish folds on button villain opens in sb, I 3bet 99 he calls.

Flop Qs 2s 8d
He checks I bet he checkraises, I 3bet he 4bets.
Turn is Qd
At this point he is much less likely to have me beat and more likely to have an 8 or a draw now but he is capable of 3 betting the entire range.

He bets I call

River 7h
He bets I call?

Good or should I have put in more action somewhere?

any idea of his turn 3bet frequencies with the hands you beat?
seems like a math problem

What about waiting for a safe turn for a raise (possible free SD raise on some turn cards).

The queen is about the safest card although it expands his legitimate 3 betting range I would think, would you raise this queen turn?

I meant just calling the flop c/r, and then waiting for a safe turn to raise. As played I would have to have a pretty strong read/feeling that he was in spew mode to raise the turn.
