Default is a Muck final? ( simple question, any help)

hey all,long time first time.
Just wondering because I was playing at the 1/2 NL table down here in florida and came across this situation at my table, fortunately I was not involved.

Basically there was a hand going on where a player was taking stabs at the pot down to the showdown with a lower pair losing to a better hand ( dont remember exacts)
Either way. The player that won flipped them over, and the losing player said good hand and just mucked them in.

After this a player who was not in the hand asked can I see his cards ( those the losing player mucked) and the dealer turned them over, and there was a bigggg fusss/rowdyness going

on about how the dealer cant do that, and basically he was just pissed because he didnt want to let people know what he had apparently.
Im just wondering,I play online mainly working my way into more live.
Is the muck final? if someone asks to see your cards does the dealer have authority to do that? was it a mistake on the dealers part or is it a rule?

The player that bet mucked his cards? If this is so then yes, they can be asked to show them. The dealer should tap them on the muck so that they are not in play anymore. THis is done in case he mucked the winning hand but didn't turn them over.

Understandable. I knnow online if cards is mucked ( atleast on ft) you can go to the last hand history and see what he had.
I just ask because he made a big deal about it so it just confused me.
